He has extensive experience managing eye health programmes across both public and private sectors, with particular expertise in training and advocacy. He has a strong interest in research and communications, with articles published in peer-reviewed journals. Bilal holds an MSc in Development Studies from the Open University, UK, an MBA from Hamdard University, Pakistan, and a Postgraduate Diploma in Computer Sciences.
